Isaiah's vision of a new creation and new Jerusalem is fulfilled in Revelation's vision of the new heaven and earth.
Prophecy & Fulfillment
Old Testament Prophecy
Isaiah 65:17-18
""See, I will create new heavens and a new earth. The former things will not be remembered, nor will they come to mind. But be glad and rejoice forever in what I will create, for I will create Jerusalem to be a delight and its people a joy.""
New Testament Fulfillment
Revelation 21:1-2
"Then I saw "a new heaven and a new earth," for the first heaven and the first earth had passed away, and there was no longer any sea. I saw the Holy City, the new Jerusalem, coming down out of heaven from God, prepared as a bride beautifully dressed for her husband."
Commentary
Isaiah's eschatological vision of new heavens and a new earth is directly quoted in Revelation 21:1. The New Jerusalem descending from heaven represents the ultimate fulfillment of God's covenant purposes: God dwelling with his people in a renewed creation, with all tears wiped away.
